Transportation Planning

The staff of VIBE has been involved in many transportation planning projects during the last 35 years. This has included preparing or reviewing traffic impact analyses and Development of Regional Impact (DRI) traffic analyses for dozens of development projects on the west coast of Florida, analyzing the impact of transit on a managed lane facility, and calculating the economic impact of a traffic signal on the operation of a roadway. VIBE’s creative staff looks forward to the unique challenges that transportation planning projects can provide.

Representative Projects
  • Hidden River Office Park – Mr. Calhoun was the Transportation Project Manager for this 3.2 million square foot office park. This included preparing the traffic analysis for each of the project’s four phases, designing a signal for the project entrance driveway’s intersection with the adjoining state roadway, and projecting the impact of transit, bicycle, and pedestrian features on the project’s traffic.
  • Signal Convenience Fee – One of Florida’s counties asked Mr. Calhoun to develop a methodology which would allow the county to estimate the delay on an arterial caused by a signal that served only a single land use. Applying a cost for this delay would allow the jurisdiction to charge the development for the inconvenience they caused.
  • Cape Coral Downtown Community Redevelopment Agency (CRA) Planning Study – Members of VIBE participated in this study, which evaluated 15 miles of downtown streets. The goals were to develop transportation alternatives to enhance the traffic circulation and flow as it related to vehicular traffic, and to provide a walkable environment to improve safety and promote economic growth. Alternative traffic controls were analyzed, including roundabouts. The study area was evaluated for short-, mid-, and long-term improvements. The public provided input through a questionnaire, a website, and four public meetings.

Traffic Design

VIBE’s staff has been performing traffic design work for over 40 years. We have prepared signal and signing and marking plans, as well as specifications, for projects throughout Florida. Our design work is done in the field, not from a desk, resulting in plans that are accurate and that result in minimal change orders. This leads to lower costs for both the design and the construction of a project.

Representative Projects
  • Collier County Annual Contract for Professional Traffic Engineering Services – VIBE staff was responsible for the design of traffic signal installations for several intersections in Collier County. These designs included site visits, intersection surveys, coordination with utilities, structural design, and geotechnical investigations.
  • Manatee County/City of Bradenton Signal Systems Retiming – Mr. Calhoun was the Project Manager for the development of signal timing for 88 intersections in Manatee County and the City of Bradenton. Implementation and fine-tuning services were also provided.
  • Polk County Parkway – Mr. Calhoun served as the Project Manager responsible for the design of five new signals and the signing and pavement marking for Section 2 of the Polk County Parkway.

ITS Design

Having prepared and reviewed dozens of ITS plans sets, including specifications, and lightning protection and surge suppression systems designs, for many clients, VIBE understands how to prepare design projects, and cost estimates that provide our clients with the highest quality. We have designed projects that have used the design/bid/build, design/build, system manager and construction manager at risk processes. VIBE understands the differences between designing a Freeway Management System (FMS) and an Advanced Transportation Management System (ATMS). While there are many similarities, the differences create a need for a real understanding of the unique features of each. The introduction of traffic controllers and urban conditions typical of an ATMS make it much more demanding in design that a FMS.

Representative Projects
  • SR 686 ATMS – VIBE’s staff prepared the PD&E documents for this project. It included 10 miles of new fiber optic cable, 10 new CCTV cameras, 5 DMSs, and 32 detectors.
  • I-10/US 61 ITS Phase 3 Design/Build – VIBE staff prepared the PD&E documents for this ITS project, which included both interstate and arterial roadways. The project included 30 miles of fiber optic cable, 40 new CCTV cameras mounted on new poles and existing mast arms, 12 DMSs, and 11 microwave detectors. Two new hub facilities were also designed.
  • Jacksonville Phase 8 FMS – VIBE staff were responsible for the preparation of PD&E documents for the FMS project. The system, on I-295 around the City, included 14 miles of fiber optic cable, 23 CCTV cameras, 9 DMSs, 37 detectors, 4 LPRs, and 3 RWISs.
  • SR 64 (Manatee Avenue) from SR 789 to Perico Bay Boulevard - Florida Department of Transportation (FDOT) District One, Manatee County, Florida - As a subconsultant, VIBE will provide ITS support services for the design of the new Anna Maria Island Bridge that will replace the existing bridge with a high-level fixed bridge. For this project, VIBE will be responsible for evaluating the existing ATMS that is within the project limits, redesigning all ATMS infrastructure that may be impacted by the construction of the new bridge, and expanding the system to include additional devices. This includes devices such as Closed-Circuit Television (CCTV) cameras, Microwave Vehicle Detection Systems (MVDSs), and fiber optic cable.
  • SR 684 from SR 789 to 123rd Street W - Florida Department of Transportation (FDOT) District One, Manatee County, Florida - As a subconsultant, VIBE will provide ITS support services for the new Cortez Bridge. For this project, VIBE will be responsible for reviewing the existing ATMS devices and determining the impact of the new bridge. There are currently a CCTV camera and an MVDS in close proximity to the bridge.
